The only other info I can add is that during the stuttering, some CPU cores experience what looks like abnormally high usage to me, but I'm not sure if that really illuminates anything. Regardless of the UE flaws, there are some problems with this game in particular. Most of the stuttering occurs in the same places during gameplay, when the game is performing the same tasks. Play long enough and you'll notice it, as it becomes predictable. The second paragraph does apply, though.
